All you need to know about the CCC certificate of conformity

Let’s learn about the CCC certificate: what is it, in which country is it required, is it mandatory, how to obtain it, which regulations have to be applied, what costs are involved.

What is CCC and in which country is it required

The China Compulsory Certificate is referred to as CCC certification or 3C certification, is a compulsory safety mark for many industrial and consumer products in the Chinese market, such as the CE mark for the European market. After the introduction of the CCC certificate in 2002, it applies to both Chinese-manufactured and foreign-imported products. Products which require certification may only be imported, sold and/or used in business activities in China, after a the CCC mark has been affixed on.

If you are a manufacturer willing to start a business in China, you should request the CCC certificate of conformity. The lack of the CCC certificate will lead to imported products being detained at the border or returned to the sender. Likewise, using a fake CCC license or printing a CCC mark on products without certification will also get fines and penalties. Even if a product does not need China Compulsory Certification, problems may still arise if a customs officer demands a CCC certificate.


For which products CCC certificate is required

In 2002, the certification authorities AQSIQ and CNCA published the “First Catalogue of Products Subject to China Compulsory Certification (CCC)”. This catalogue of products requiring certification was subject to continuous changes and has expanded since its first issue. With last version announced by CNCA in August 2019, were introduced. The official products catalogue is listed below.

How CCC certification process works

The CCC certification involves several steps, below provides a brief overview of the process.

  1. Preparation of application documents and submission to a Chinese Certification Body.
  2. After acceptance of application, during the data review phase, the product certification engineer needs to divide the application into units. If sample testing is required, the engineer notifies the applicant to send a sample acceptance notification to the corresponding testing laboratory.
  3. During product testing, the testing laboratory testes the received samples and issues the sample rectification notice for the unqualified samples, after the rectification, the testing laboratory fills in the sample testing schedule and report to the Chinese Certification Body.
  4. One day pre-audit is optional. The Factory Audit takes two days for most of products. The Chinese Certification Body sends Chinese auditor to inspect the factory.
  5. CCC certificate is granted. After receiving the certificate, the product can be marked with the CCC logo.

The timing to receive the certification depends on the product and the Chinese Certification Body.


How long CCC Certification lasts and what to do to maintain the validity

To maintain the validity, the CCC Certificate must be renewed annually a follow-up factory inspection, which demonstrates to demonstrate ongoing compliance of the approved product with the respective standards.

A CCC certificate is normally valid for a period of five years. If the CCC Certificate holder wants to extend the certificate validity, he should apply the CCC certificate renewal 3 months (60 work days) before the CCC certificate expired.

The follow-up certification is much shorter, simpler and less costly than the initial certification. The follow-up certification will focus on the CoP ( Conformity of Production ) Plan review and the CoP Plan must be submitted to the certification authority and approved prior to the annual follow-up inspection. According to the Implementation Rules an Executive Report will be provided after the follow-up audit. The above report documents, the changes and the improvements have been made to the CoP over the year.

The success of the certification depends on diligently following Chinese regulations. In the case of errors or faults, the certification may be denied or delayed. In the case of a certification being denied, a report will be issued offering the reasons for the rejection. Re-applying is possible but will involve additional costs and time.

The various costs associated with certification will depend on the complexity of the product.
