The FSTEC (acronym for Federal Service for Technical and Export Control) is the Russian federal agency designated to implement the FZ-187 Law, which defines the cyber security requirements for safety devices and instruments intended to be integrated into critical Russian infrastructure.

The FZ-187 law is directed at manufacturers and system integrators involved in supply projects intended to be installed in critical Russian infrastructure and for which it dictates which technical and organizational measures can be implemented to guarantee the security level of this infrastructure during its commissioning, operation, and decommissioning.

FSTEC requirements are Industrial Cyber Security requirements that are valid within the Russian Federation, while the IEC 62443 standard defines safety requirements at an international level. However, there are shared aspects between the two standards in terms of managing the security lifecycle of a system and adopting technical and organizational measures such as, for example, access control, security emergency management, using appropriate firewalls and antivirus software for the protection of industrial control systems.
